What is the Rate of Last Resort?

The Rate of Last Resort is the default electricity option in Alberta for consumers who do not, or cannot, sign-up for a retail plan. Rate of Last Resort customers are free to purchase electricity services from a retailer of their choice and can leave the Rate of Last Resort at any time without penalty.

The Rate of Last Resort has replaced the Regulated Rate Option (RRO) and the change was mandated by the Government of Alberta. The Rate of Last Resort is a fixed rate beginning January 1, 2025 and ending December 31, 2026. The rate may be adjusted up or down by a maximum of 10% following December 31, 2026.

Do you live in Red Deer, Cardston, or Ponoka? The Rate of Last Resort in Red Deer, Cardston, and Ponoka is set by the applicable municipal government and is provided by ENMAX Energy. Starting January 1, 2025, if you haven’t made the choice to sign up with one of the more than 30 retail electricity providers in Alberta, your electricity is likely being provided by the Rate of Last Resort provider in your area. There are no applicable cancellation fees or penalties should you choose to leave the Rate of Last Resort.

What happened to the Regulated Rate Option (RRO)?

On January 1, 2025, the Government of Alberta changed the name of the default electricity option from the Regulated Rate Option (RRO) to the Rate of Last Resort. The government has stated that the name change better reflects the nature of the rate and is part of ongoing consumer awareness initiatives. The RRO is no longer available in Alberta and RRO customers were automatically transitioned to the Rate of Last Resort on January 1, 2025.
